This happens to be already implemented for Input Fields:

- Turn Extended tips off
- Insert an Input fields. In the "Reference" write a text long enough
to be be broken in more than one line.
- Put the mouse over the input field: you'll see a help balloon
instead of a quick help tip

The respective code is in

case RES_INPUTFLD: // BubbleHelp, da der Hinweis ggf ziemlich lang sein kann
 	bBalloon = sal_True;

When bBalloon is set to true, Help::ShowBalloon is invoked instead of
Help::ShowQuickHelp, despite of "Extended tips" being off.
This could be applied to foot notes:
