I am not an expert but here is what I would try to do:

- Add a file like (or use directly) 
main/scp2/source/quickstart/file_quickstart.scp

- Extend the guard in the makefile 
main/scp2/source/quickstart/makefile.mk for OS/2.

- In that same makefile check if the registry item is applicable to OS/2

- Hope for the best.
