It talks about "contributing", and that is done via the mailing list, SVN or Bugzilla or other similar systems that are managed by, or on behalf of Apache. So I don't see how this is a contribution in the sense of the ICLA. That said, an ICLA is not required for all contributions, but in those non-ICLA cases I think we should seek a clear statement from the contributor, along the lines of 'I contribute X to Apache under the Apache 2.0 license". This protects us, our users and downstream consumers of the product. And I want to make it perfectly clear that Regina has my utmost thanks and appreciation for the work she has done, both here at Apache, but also help she's given to OASIS and the ODF TC in her review of OpenFormula. I don't want this to come off as criticism of her or her work. But I do want to make sure this PMC sets a good precedent for how we handle this situation going forward. if there is the slightest doubt on this we should take it to legal-discuss. Having the right answer is more important than having a fast answer.
