I did a quick test on my Windows 7 Professional system and it works.

I changed the user installation entry to

1. UserInstallation=${OOO_BASE_DIR}/../../OOoUserDir

and tried once more with
2. UserInstallation=${ORIGIN}/..

Both tests worked well. I will try to find a clean Windows machine 
without an installed compiler, OOo build env.
