I can reproduce it with both
(this last one is the new Win7 buildboot).
Both work all right in WinXP.

I try changing the UserInstallation=file:///C:/test/ooo
The user directory is created, but I get the same error (it looks like
an uncaught exception). The message is rather cryptic, someone with
a build with debugging symbols may get an idea by attaching the
