I'm no developer, but this are my notices and might help in further 
investigation:

This URL comes from the file "version.ini" in the folder "program" in 
the installation folder.

The command, which is assigned to the menu item is:
vnd.sun.star.job:alias=UdateCheck

This is handled in the code in file
/framework/source/jobs/joburl.cxx
