It's probably an issue with GNU libiconv and glibc hasn't
picked it up yet.

We do have an experimental BSD iconv, I may get in touch
with the author to see if his code has the same issue.
In any case, we will keep the patch on the BSD port and
not commit it in the Apache SVN.
