I believe this plugin can just be moved into a profile within the core module's pom. If we
name that profile "audit" then it would be activated any time someone used "mvn -P audit ..."
on the command line. If that wasn't amenable we could give the profile an activation where
a flag set would make it run. 

For instance:


Then on the command line it would run this profile any time "-Daudit=true" was passed with
any command.
