I am not sure if there are any rules at Apache about broken nightly
builds. In my former company the stable master had the highest priority.
It was even forbidden to check anything into a "red" master unless it
fixes the master.
The fix of the master had the highest priority over all task.

I would suggest to do it similar here.
Has anybody further information on the issue below. Again the
apache-rat-plugin triggered the failure. Similar as in my local build
yesterday, but on a different project.

Please build/test with "mvn clean install -Ppedantic" as the nightly
build does, before EVERY check-in!
