With a TLP, all these things are assumed, or at least they are not the
matter of the vote.  If someone found an issue like the above, the
release manager would just withdraw the vote.

But if you look at the logic of the vote, that successf requires 3
+1's with simple majority approval overall,  you see that it is really
a support vote.  There is no veto.  Compare that to a committer
checking in code, where there is a veto for technical reasons.

It is curious.
