If it can be done starting with our BZ dump file, then I'm fine with
JIRA.  Maybe even a mild preference for it.  But I'd rather not
introduce migration complexities that will take weeks to resolve.
Any sense for what the migration of BZ to JIRA requires?  Is this
something that Infra can run with?
