You can sftp into robweir@people.apache.org.  That's actually how I uploaded my SSH cert, since
I couldn't get copy and paste to work into a PuTTY window on my system, for some reason. 
I believe infra recommends using people.apache.org, though I don't know if the OO.o SVN dump
would have fit under any quotas there might be.

It looks like you can have your own web site there too.  I've been putting together "orcmid
@ Apache" but haven't uploaded anything yet.

With AOOo I put the dumpfile on robweir.com.  I have not identified
where on Apache one may ftp upload files.
