I got the same issue weeks ago with M2_HOME. I found the solution by analysing the source code
of VS plugin ;)

For the packaging type I don't remember. Sorry.

Ahhhh - thanks that helps. I had set MAVEN_HOME, but was not aware of 
M2_HOME.

Now I am getting

Why is maven telling me that <packaging>library</packaging> is unknown?
