- should something be done with the default toolchain creator that swallows an exception?

- I'm not sure why you need to locate and read the toolchains.xml yourself - is this not done
by the common toolchain code?

- you can use IOUtil.close() to avoid having to catch the exception in finally in readToolchainSettings

Also, it appears several of the files appear more than once in the patch?
