Not only to 127.0.0.1, I always get 0,0,0,0. This is with httpd 2.2.3 
on Ubuntu 6.06 i386.

Output from the lftp client in debug mode:
...
---> PASV
<--- 227 Entering Passive Mode (0,0,0,0,188,56)
---- Address returned by PASV seemed to be incorrect and has been fixed
...

So I indeed think there's something missing in the port. Also, it 
seems to be a rather common bug since there is a workaround for it in 
lftp ;)

I'll pass on debugging it though, there's a reason I didn't port it to 
modern APR in the first place ;)
