Hey Marvin,

Why not just call it 0.2.1? Also, we can't release Apache Lucy without a VOTE 
process here at Apache. 

You've got a +1 here pending, and your own +1, so that just means we need 
Joe or some other mentor and Joe's back. Also, you can run both VOTEs 
concurrently and wrap it up in 72 hours...
