The path cited in the log entry 
(/*/usr/local/tomcat/bin/file:/var/www/d/htdocs/wiki/WEB-INF/jspwiki.policy*/) 
clearly isn't a valid path. Check how you specified the path(s) in 
jspwiki.properties.
