Andrew Jaquith resolved JSPWIKI-180.

    Resolution: Fixed

JSPWiki 3.0.0-svn-207 is now UTF-8 only. Some of the property-file classes still support ISO-8859-1,
of course, but the rest of JSPWiki is now all UTF-8.
