Your assumption is correct.  I'm looking for something that allows me to define a site id,
Piwik server and port and have that included in the localheader.jsp.  Either that or a means,
via an admin screen, to allow the admin to include the Piwik provided javascript that would
be included in each page.

Example of the standard js is as follows:
