Is this a bug or a feature, or maybe a configuration issue on my part?

Steps to reproduce:

1. Select FCKeditor as editor
2. Create a page
3. Write some HTML code in WYSIWYG mode, such as "<em>hello world</em>"
4. Save
5. I expect the page to show "<em>hello world</em>" but it shows "hello world"
in italic font
