The scheme we use to list languages in 2.8 is horribly broken. It's not just hackish, it is
a potential performance hog.

This is  fixed in 3.0. In particular, TemplateManager does a brute-force of possible Locales
to see what CoreResources bundles actually can be loaded via the classloader. This eliminates
the hard-coded JAR name, and has the benefit of being much simpler code, too.
