Agree for the timeformats, as this is just describing all supported formats.

However, this property contains a default value set by the wiki
administrator as defaults for new users.
The list of available skins is not in the jspwiki.properties, but
retrieved directly from the /skins/ directory.
I think we still are not yet at the root cause of the missing
plain-vanilla issue.
