Counter works inside the page.   The first instance on the page shows  
"1", the next instance "2", the next instance "3".

For example, put the following on a page:

* [{Counter}]
* [{Counter}]
* [{Counter}]
* [{Counter}]
* [{Counter}]

Nothing to do with counting page hits.
