I think it does make sense to have such a plugin.
It allows a wiki-page to specify a Date (or Time) and the jspwiki-engine would represent it
according the jspwiki user-preferred timeformat.

I'd suggest to keep this plugin very simply and only allow for a value parameter, and no format
parameter.
In [JSPWIKI-196] it was suggested to use the ISO8601 format as input.

Lorem ipsum dolor sit amet, [{DATE value='20080229' }]  consectetuer adipiscing elit.
}}}


It could also be convenient for other plugins, which need to publish a date, to use this plugin
as a helper.
