Ah, you raise a good point: how should plugins like UnusedPages, etc, consi=
der these localized subpages?  What if there exists only MoreMenu_en, but n=
o MoreMenu?  Should all the internal getPage() commands return a reference =
to MoreMenu_en or null?  Should the UnusedPagesPlugin list MoreMenu_en as a=
 non-referenced or referenced page, if there is a reference to MoreMenu?

The ReferenceManager cannot be extended to handle these subcases - the allo=
wEnglishPlurals management code is *already* highly confusing.

(The "Administration" -page makes sense, though.)

Another issue is that we would still be using English as the user-visible n=
ame for the page: MoreMenu_fi is not Finnish - it should be something like =
"Lis=C3=A4valikko".  How should these be managed?  How does the user know t=
hat he's supposed to be referencing "RecentChanges" instead of "Viimeisimm=
=C3=A4t muutokset?", if that's what the page title is saying?=20
