I double-checked that the build is still fine, and it appears to be just 
fine on Windows XP.  I'm not too familiar with the build, but I don't 
believe it should be dependent upon any classpath settings.  That said, 
they might get in the way.  I would try building without any Java 
settings.  I assume you're building with something like the following:

cd c:\temp
mkdir imperius
cd imperius
svn checkout http://svn.apache.org/repos/asf/incubator/imperius/trunk
cd trunk
ant
