I've checked in the change to LogicalAnd.java and LogicalOr.java to 
implement short-circuited eval.  Enjoy!

There was no special reason to not have short circuit evaluation of the 
condition. I don't see any reason why we cannot change it to short 
circuit.

short-circuited evaluation of conditions



The spec is quite clear that for Decsion blocks && and ||, but is not 
clear about their handling in the Condition statement.  In particular, the 


implementation evaluates both A && B, even when A returns false.  Is there 


any reason to keep it this way or can we change it for the condition?
