Re #2, I'd be concerned about two kinds of fallout:

A. Podling Foo releases non-compliant artifact.  Downstream users apply the same expectations
to Podling Bar.

B. Podling Foo releases non-compliant artifact.  Downstream users apply the same expectations
to PMC Baz.
