Subject [VOTE] Apache Pulsar 1.20.0-incubating Release Candidate 0

This is the first release candidate for Apache Pulsar, version
1.20.0-incubating.

Pulsar is a highly scalable, low latency messaging platform running on
commodity hardware. It provides simple pub-sub semantics over topics,
guaranteed at-least-once delivery of messages, automatic cursor management
for subscribers, and cross-datacenter replication.

Major changes included in this release:

* Reader API support for C++ , Python & Websocket Proxy
* Message dispatch throttling
* End-to-end encryption
* Support for Event Time for messages
* Guaranteed De-duplication of messages
* Kafka API wrapper for Pulsar client library
