Binding votes: 3 +1
non-binding votes: 3 -1

The binding votes determine the outcome. The vote passes.

Usual rules. No change.

No. The usual rules apply to the first phase. More positive than negative votes. At least
three PPMC members must cast votes in order to go to the second phase.
