I don't believe that speeding up incubation would be desirable for other reasons (being done in a year is wonderful, but if not, then what? Killing the podling would seem unwise). Socializing the idea of an annual rotation of mentors would be a good thing; as long as plenty of room is left for people who are both active and wish to remain. Sign-offs are one way to determine potential activity, and reports like the one I provided previously but organized in a different manner might be helpful as a catalyst for the right discussions to occur. I'll note that podlings already have a reporting schedule and a start date. This could be used to spread out the notion of an annual review of mentors.
