Does this mean that you have contributors who have not yet been elected
committers?  Are the contributions low-quality drive-bys?

One question I would have is: how responsive is the community when someone new
communicates via JIRA?  Are there consistently responses within 24 hours?

If not that many people know about SAMOA, that's a great way of addressing the
issue.  Are there other parts of the "open source funnel" you could focus on?

Unit testing is surely a worthy development focus but it's not a criteria
for graduation from the Incubator.

Excellent report!  It gives a great picture of where the community stands,
which is exactly what the IPMC and later the Board hope to recieve.

It would be great if more podlings could provide this level of detail and
insight!

This report from Wave is pretty sparse.  Perhaps that's not surprising given
the state of the community as reported in past reports, but I'm making
assumptions and it would be better to hear more.

The Wave report also still needs Mentor sign-off.
