IIRC there may be implications for licensing if someone is literally
pulling code out of trunk and distributing it. Without a release, the
PMC hasn't represented that the artifact is kosher. For release tags,
this is true.

This seems consistent. Either there's development and new artifacts in
its life after Apache (requiring some work), or there's no development
and the existing artifacts are untouched.

Besides: if development restarts, reactivating the project from the
attic should not be difficult. This shouldn't create problems in
practice.

+1 I don't see how the contributors' status has anything to do with
the project's viability.

Are there aspects about the attic that we haven't considered? Why
would that "suck"? -C
