There's no whistleblower provision for someone who thinks they see something that puts the foundation at risk from stopping those to don't see it. Certainly, quality is subjective and thus consensus is too strict, but the process we use to get a consensus veto to change seems appropriate if a -1 vote is based on a foundation/law issue.
