Subject does ASF now require copyright transfer??

I was looking at http://incubator.apache.org/projects/stratos.html

and saw:

Copyright
 date item 2013-06-27 Check and make sure that the papers that transfer
rights to the ASF been received. It is only necessary to transfer rights
for the package, the core code, and any new code produced by the project.
....-..-.. Check and make sure that the files that have been donated have
been updated to reflect the new ASF copyright.
Is this just saying that the code needs to also say "Copyright ASF"? That
is, unless I'm mistaken, the ASF never used to require transfer of
copyright. Has that changed? Thus, if the code had Copyright WSO2 (in this
particular project's case) it can continue to have them too.
