Just testing my own knowledge of this stuff:

A) isn't it true that if you are not the copyright holder or agent of the
copyright holder, you need some sort of paper or email trail giving you
permission to move copyrights?
B) isn't it true that there are cases where the copyright stays in the
file and even the license header does not change?  For example,
third-party works with compatible licenses?

I remember this being a source of much confusion when donating stuff in my
recent past.
