I asked the same question in july 2011, and got a response from Henri
Yandell which I repost here:

"Given the PPMC is closed down, I think it has to be retired.

Dormant implies a PPMC is taking some time off.

Basically this is a larger version of "don't be afraid to delete a
line of code; it's in version control".
