Fair enough.

Reading all the remarks so far, I glean:

1. A number of people think that all mentors should have been signing all
reports all along, so that changing the template as part of clarifying this
is not a big deal.

2. We need the shepherds to compensate for mentor shortages in addition to
discovering those.

3. Some folks continue to have ideas for structural changes to the IPMC.
I'd encourage new threads to explore those ideas.
