That's normal for CMS/svnpubsub sites.  To publish:

% ssh -t people.apache.org publish.pl incubator
or
https://cms.apache.org/publish/incubator

(or replace 'incubator' by podling name if it's in CMS)

Now if after publishing via the CMS (or svnpubsub for non-CMS
svnpubsub'd podlings), the changes aren't reflected --- please reopen
INFRA-4594
