These are the minified versions. It does not make sense to have an
verbose license header in there. Looking at the first file, it shows
me:
/*! jQuery v1.6.4 http://jquery.com/ | http://jquery.org/license */

For me this is enough. If possible, apache minified js could have
something similar.

/*! Wookie v1.0.0 http://incubator.apache.org/wookie |
http://apache.org/licenses */
