The incubator LDAP unix group is used to allow podling committers to
update the incubator websites (the html files are owned by the
incubator group).

The group is supposed to be updated when new accounts are created
(Infra for new incubator accounts) or when existing committers are
added to a podling (PMC chair).

For whatever reason, this is not always happening.

There are now lots of podling committers that aren't incubator group
members and so don't have access to be able to update the incubator
podling sites.

There are many more PMC chairs than there are Infra folk, so please
could I ask a PMC chair to fix the group?
