Approval of Proposal by Sponsor The decision to approve the candidate proposal MUST be taken on a vote by the Sponsor, in accordance with that Entity's charter. In this case, the Sponsor is the Apache Incubator. The only binding votes are those cast by members of the Incubator PMC. Others may cast advisory votes; they are usually tallied by the person calling the vote, but not counted towards the official result. Sam Ruby, the project's Champion, described the criteria for passing the vote in his "Vote plans for OOo proposal" mail: http://s.apache.org/gB (link to mail-archives.apache.org) Binding votes are ones that are cast by Incubator PMC members. Quorum is 3 binding +1 yes votes. Once quorum is met, if more +1 votes are received than -1, the vote carries. Otherwise, the vote fails. That's standard operating procedure for votes of the Incubator PMC and other PMCs across Apache.
