Well didn't find something which mandates it, but it is a good
practice so its like you give a heads up to IPMC.

You are right about that regard. Although I found this [1] but in it
they mention it is _important_ to link such key to Apache Web Of
Trust, how much important it is not specified.

Also it is mentioned that the key which should be used is preferable
to be of one of the PMC, which the PPMC in out case, but again not a
must.
