Hi IPMC'ers and the rest of the Incubator community,

The OODT community has been discussing graduation to TLP [1]. There is
overwhelming consensus in the community (all +1 VOTEs including those from
our mentors) that we've achieved what's required here in the Incubator, and
so we'd like to put forth the following board resolution for the next Board
meeting to promote OODT to an Apache TLP and graduate from the Incubator.

Please VOTE on the below resolution for promoting OODT to an Apache TLP and
graduating from the Incubator. The VOTE is open for 72 hrs.

[ ] +1 Accept OODT's graduation from the Incubator
[ ] +0 Don't care.
[ ] -1 Don't accept OODT's graduation from the Incubator because...

      Establish the Apache OODT Project

=A0=A0 =A0 =A0WHEREAS, the Board of Directors deems it to be in the best
=A0=A0 =A0 =A0interests of the Foundation and consistent with the
=A0=A0 =A0 =A0Foundation's purpose to establish a Project Management
=A0=A0 =A0 =A0Committee charged with the creation and maintenance of
=A0=A0 =A0 =A0open-source software related to the construction of scientifi=
c,
      data management systems for distribution at no charge to the public.

=A0=A0 =A0 =A0NOW, THEREFORE, BE IT RESOLVED, that a Project Management
=A0=A0 =A0 =A0Committee (PMC), to be known as the "Apache OODT Project",
=A0=A0 =A0 =A0be and hereby is established pursuant to Bylaws of the
=A0=A0 =A0 =A0Foundation; and be it further

=A0=A0 =A0 =A0RESOLVED, that the Apache OODT Project be and hereby is
=A0=A0 =A0 =A0responsible for the creation and maintenance of software
=A0=A0 =A0 =A0related to the construction of scientific, data management
      systems; and be it further

=A0=A0 =A0 =A0RESOLVED, that the office of "Vice President, Apache OODT" be
=A0=A0 =A0 =A0and hereby is created, the person holding such office to
=A0=A0 =A0 =A0serve at the direction of the Board of Directors as the chair
=A0=A0 =A0 =A0of the Apache OODT Project, and to have primary responsibilit=
y
=A0=A0 =A0 =A0for management of the projects within the scope of
=A0=A0 =A0 =A0responsibility of the Apache OODT Project; and be it further

=A0=A0 =A0 =A0RESOLVED, that the persons listed immediately below be and
=A0=A0 =A0 =A0hereby are appointed to serve as the initial members of the
=A0=A0 =A0 =A0Apache OODT Project:

=A0=A0 =A0 =A0is tasked with the migration and rationalization of the Apach=

=A0=A0 =A0 =A0Incubator OODT sub-project; and be it further

=A0=A0 =A0 =A0RESOLVED, that all responsibilities pertaining to the Apache
=A0=A0 =A0 =A0Incubator OODT sub-project encumbered upon the
=A0=A0 =A0 =A0Apache Incubator Project are hereafter discharged.
