The best example is commons.apache.org of course - my idea is that
utilities and libraries that might be useful for several of those new
semantic projects should be shared whenever possible, to avoid
duplication of efforts.

As Olivier notes, it's best to create such a commons area only when we
really need it, there's no need to define things precisely right now.
