As recently as June, we included that paragraph in our resolution.

I agree/think that per-project "bylaws" is a Bad Idea (and I'd prefer
uniformity), but the Board has made no specific statement about that.
Thus, projects still "need" to define their rules of operation.

Until the Board decides to enforce some kind of standard/single set of
bylaws/procedures across all PMCs, I think that paragraph should
remain in the template.
