Welp, hopefully we get clarification on this and whether or not it can be a
PMC (or PMC chair's) call on the *who* gets to make the decisions.

One way forward would be if the IPMC consisted of the set of active
contributors to a podling (including mentors + podling committers), then
we're really saying the same thing. This is one of the things I've heard
that's up for discussion and I for one am in favor of it.
