So Incubator PMC members might need to "go to the podling's list" to
vote, instead of voting here, is that what you mean? And if the
podling has 3 community members (mentors or otherwise) who are
Incubator PMC members they can work it out on their own?

I'm fine with that, provided, as you mention, that notices of votes
and vote result summaries are sent here, with Message-ID references
for precise linking.

I'm +1 on the change. That would also be a good motivation for
podlings to make sure they have 3 active mentors most of the time,
which is a Good Thing in my book.
