Writing policy in this organization is like trying to get an army of
lumberjacks to give you a manicure.  It's a lot harder than it looks-
most policies take years to fully develop into something actually enforceable.

Well that's how many PMCs currently operate.  If you'd like them to change their
ways, seek them out and try to persuade them to change.  Short of a hard mandate
from the legal team, I doubt you'll have much success.  Just look at all the
angst on display here about the issue.
