Perhaps thats a convention rather than rule, but for releases it a minimum of three +1 votes are required - see the "Votes on Package Releases" section here: http://www.apache.org/foundation/voting.html This issue is not a criticism of the Click community, but just a practical concern that it can continue to operate here within the ASF processes. It also would be good to have seen Click growing its community here - again not a criticism, but practical evidence to the IPMC to base a decision on graduation.
